从“渐进”到“突破”:新时代我国青年政策的演进脉络与发展方向研究

From"Gradual"to"Breakthrough":Research on the Evolution and Development Direction of China’s Youth Policy in the New Era

作为国家发展和民族繁荣新锐力量的青年,被视为我国的一项重要战略资源。而青年政策又是引导青年群体成长与发展的重要方向指南,在我国的总政策体系中处于独立的政策地位。新时代以来,党中央高度重视青年发展工作,切实完成了从理念建构向实践操作层面转变的伟大创新。本文基于制度变迁的视角,结合政策分析方法,将国务院及各个部委发布的青年政策文本进行词频量化处理,分别从政策的制定思路、政策文本的形式以及政策执行的主体等维度来探究新时代以来青年政策的变迁特点与发展趋势。最后结合青年政策在演进过程中所呈现出来的良好趋势来进一步提出优化我国青年政策发展的执行路径,即以国际视野来完善青年政策的内容体系,以精准独立来确保青年政策的规范科学,以协同发力来推动青年政策的高效执行,以评估监督来保障青年政策的切实落地。

As a new force for national development and national prosperity,young people are regarded as an important strategic resource of our country.Youth policy,in turn,is an important directional guide for guiding the growth and development of youth groups,and is in an independent policy position in the general policy system of China.Since the new era,the Party Central Committee has attached great importance to youth development work and effectively completed the great innovation of changing from the conceptual construction to the practical operation level.Based on the perspective of institutional changes and combined with policy analysis methods,this paper quantifies the word frequency of youth policy texts issued by ministries and commissions under the State Council,and explores the characteristics and development trend of youth policies since the new era in terms of policy formulation,the form of policy texts,and the subject of policy implementation.Finally,combined with the good trend of youth policy in the evolution process,this paper further puts forward the implementation path to optimize the development of China’s youth policy,that is,improving the content system of youth policy with an international perspective,ensuring the normative science of youth policy with precision and independence,promoting the efficient implementation of youth policy with concerted efforts,and guaranteeing the practical implementation of youth policy with evaluation and supervision.
