摘要
2018年我国成立的应急管理部,目的是提高突发事件的风险管理能力,为部门间协同配合、动态管理创造了条件。新型冠状病毒引起的肺炎疫情暴发以来,该部门全面协调全国上下人力、物力、财力,积极应对疫情,动态把握疫情实施情况并为我们战胜疫情抢得先机。反思疫情,民众意识到“维持生存”的思想观念需要转变,“病有所医”的医疗体制、一元供给的医疗服务已经难以满足人们的需求。基于此,构建预防、治疗与康复三位一体的健康治理格局,以普及预防知识、全面协调治理和保证政策落地的方式补偿健康治理转型过程中体系不完备的问题,是医疗卫生体制改革的一个出路。
In 2018,the emergency management department was established in China to improve the risk management ability of emergencies and create strong conditions for inter departmental coordination and dynamic management.Since the outbreak of novel coronavirus pneumonia,the Department has been coordinating the manpower,material resources and financial resources of the whole country to actively respond to the epidemic situation,grasp the implementation of the epidemic situation dynamically,and seize the opportunity for us to overcome the epidemic situation.Reflecting on the epidemic situation,the people realize that the idea of“maintaining survival”needs to be changed.The medical system with“medical treatment for the sick”and the medical service provided by one yuan have been difficult to meet people’s needs.Based on this,it is a way out for the reform of medical and health system to construct the trinity of prevention,treatment and rehabilitation And prevention knowledge,comprehensive and coordinated governance and policy implementation to compensate for the incomplete system in the process of health governance transformation,so as to realize the community of human health destiny.
