回归人民本位:新时代社会治理精细化的价值逻辑

进入新时代,社会治理面临了更大的挑战,新时代社会治理精细化因应而生,它致力于关注人民群众对美好生活的时代愿望、时代需求和时代使命,彰显了新时代社会治理“以人民为中心”的价值情怀、价值追求和价值担当。然而,在推进新时代社会治理精细化的进程中,出现了人民群众缺乏有效参与的价值困境,违背了社会治理的公共性、科学性和正义性。为此,新时代社会治理精细化必须坚持“以人民为中心”的发展思想,回归人民本位,凝聚人民共识、引导人民共治、保障人民共享,才能实现新时代社会治理的公共价值、科学价值和正义价值,使社会治理达到更加人性化、细节化和优质化的成效。

As we enter a new era,social governance is facing greater challenges.Refinement of social governance in the new era has emerged in response.It is committed to paying attention to the aspirations,needs and mission of the Times of the people for a better life.It shows the value sentiment,value pursuit and value responsibility of“people-centered”in social governance.However,in the process of advancing the refinement of social governance in the new era,there appears the value dilemma that the masses lack effective participation,which is contrary to the public,scientific and just nature of social governance.To this end,only by adhering to the“people-centered”development philosophy,returning to the people-oriented,forging consensus among the people,guiding the people to co-govern and ensuring that the people share,can the refinement of social governance in the new era realize the public value,scientific value and justice value and become more humane,detailed and high-quality.
