以通知印发、转发通告的不合理应用分析——兼与韩雪松同志商榷

"以通知印发通告"是否合理,学术界有颇多争议,此种发文形式虽然不违反《党政机关公文处理工作条例》规定,但从应用角度分析,由于直发"通告"与印发、转发"通告"的行文目的、行文方向和主送范围不同,印发、转发不应作为"通告"的发布形式。发布"通告"时,可以对"通告"的宣传贯彻执行一并提出要求,从而避免在"通告"执行过程中再制发"印发通告的通知"造成的行文争议。

Whether it’s reasonable to'issue a tonggao by tongzhi is a lot controversial in academia.Although this form of writing does not violate the provisions of the'Regulations on the Handling of Official Documents in Party and Government Organs',it is analyzed from the perspective of application.The writing purpose,writing direction and main delivery scope of the tonggao are different,and printing and forwarding should not be used as the form of publication of the tonggao.When issuing the tonggao,it is possible to put forward requirements for the publicity and implementation of the tonggao,so as to avoid writing disputes caused by the reissue of the tongzhi of Issuing the tonggao during the implementation of the tonggao.
