摘要
资源环境承载能力和国土空间开发适宜性评价是编制国土空间规划、完善空间治理的基础性工作,是落实生态保护红线、永久基本农田、城市开发边界,这"三线"的重要参考依据。自然资源部的"双评价"指南给出的是通用的指标和阈值。本研究结合江西省浮梁县实例,探索在永久基本农田视角下,聚焦耕地资源承载能力和种植业生产适宜性评价(以下简称"双评价"),构建在与低山丘陵区相适应的指标体系和评价方法,得出研究区内可承载耕地规模25 020.2 hm2,耕地适宜区23 573.64 hm2、一般适宜区3 761.09 hm2、不适宜区257 822.17 hm2。以此作为今后优化永久基本农田的空间约束与指引,提出在此范围内划定永久基本农田,才能做到最大限度地保护优质耕地、保障粮食安全。
The evaluation of the carrying capacity of resources and the environment and the suitability of land and space development is the basic work for the preparation of land and space planning and improvement of space governance.It is an important reference basis for the implementation of the red line of ecological protection,permanent basic farmland,and urban development boundaries.The"dual evaluations"guidelines of the Ministry of Natural Resources give common indicators and thresholds.Based on the example of Fuliang county in Jiangxi province,this study explores the perspective of permanent basic farmland,focusing on the evaluation of cultivated land resource carrying capacity and planting production suitability(hereinafter referred to as " dual evaluations"),and constructing indicators suitable for low mountain and hilly areas the system and evaluation method show that the arable land scale in the study area is 25 020.2 hm^2,the arable land suitable area is 23 573.64 hm^2,the general suitable area is 3 761.09 hm^2 and the unsuitable area is 257 822.17 hm^2.Taking this as the space constraints and guidelines for optimizing permanent basic farmland in the future,it is proposed that permanent basic farmland is delineated within this scope,so that high-quality farmland can be protected to the greatest extent and food security can be guaranteed.
