纵向财政分权、产业结构高级化与溢出效应——基于我国省级面板数据的空间杜宾模型分析

Vertical Fiscal Decentralization,Industrial Structure Upgrading and Spillover Effect——Spatial Durbin Model Analysis Based on Provincial Panel Data in China

经济新常态下,通过科学合理的政府间财政关系来配置资源要素,促进产业结构高级化成为推动经济转向高质量发展阶段的可行路径,但现有研究对纵向财政分权与产业结构高级化的关系尚未达成一致的结论。因此,通过空间计量模型实证考察财政分权制度在地区产业结构调整中的本地效应和溢出效应,从辖区间溢出效应和权责划分视角提出转变地方政府竞争模式以及明确央地政府角色定位的对策建议,对实现资源优化配置和我国经济高质量发展具有重要意义。

Under the new normal of the economy,it is a feasible way to promote the transformation of the economy into a high-quality development stage to allocate resources and promote the upgrading of the industrial structure through scientific and reasonable inter-governmental fiscal relations.However,the existing studies have not reached a consensus on the relationship between vertical fiscal decentralization and the upgrading of the industrial structure.Therefore,through the spatial econometric model,the local effect and spillover effect of the fiscal decentralization system in the adjustment of regional industrial structure are empirically examined,and the countermeasures for changing the local government competition model and clarifying the role of the central government are proposed from the perspective of the spillover effect and the division of powers and responsibilities.The suggestions are of great significance to the realization of the optimal allocation of resources and the high-quality development of the Chinese economy.
