In recent years,the reform of special equipment inspection institutions has been under exploration,and various reform models have emerged across the country.In this situation,it is essential to explore an innovative form of organizations around the statutory authorities to provide an optional path for the reform of special equipment inspection institutions.This article starts with the creation,concept and characteristics of statutory institutions,and expounds the feasibility of reforming special equipment inspection institutions into statutory institutions from the three dimensions of document deployment,internal motivation and own attributes.Starting from the characteristics of legality,publicity,independence,flexibility,etc.,it systematically discussed the advantages and functions of the reform,and provided references for the reform of special equipment inspection institutions in the future.
