社会共治视角下上海市中小学校午餐安全管理研究

Research on Safety Management of Primary and Middle School Lunches in Shanghai from the Perspective of Social Co-governance

目前,上海市中小学校施行午餐在学校集中就餐的制度。学校集中供餐形式日趋多元,公众食品安全科学素养日益提升,以及媒体对食品安全事件的关注,促使公众参与学校食品安全共治的需求和动力日渐提升。然而,由于存在学校管理信息公开不深化、食品安全风险交流不足、社会共治缺乏参与渠道等问题,社会公众实际参与学校午餐安全管理的过程存在管理困境。本文主要通过分析上海市在中小学校午餐供应模式、管理与安全现状、社会共治模式探索中面临的挑战,提出了上海市构建中小学校午餐安全社会共治的有效途径,如构建信息统筹公开机制、加强政府与公众间的风险交流、健全社会公众参与机制等。

Currently primary and middle school students in Shanghai have lunch in school.As school lunch programs become more diversified,the public acquires more knowledge on food safety and the media gives more coverage on food safety incidents,there is increasing demand for public participation in the joint governance of school food safety.However,public participation in the management of school lunch safety faces difficulties due to the insufficient disclosure of school management information,lack of communication on food safety risks and lack of participation channels.This paper analyzes Shanghai’s school lunch supply models,management and safety situation as well as challenges in the attempts of social co-governance,and puts forward ways to facilitate social co-governance for school lunch in Shanghai,including building an information disclosure mechanism,strengthening risk communication between the government and the public,and improving the mechanism for public participation.
