上海建设辐射全球的体育资源配置中心是打造全球著名体育城市不可或缺的重要支撑,本文基于文献资料和统计数据,按照“应当做什么-做得怎么样-未来怎么做”的逻辑思路,研究上海体育资源配置中心建设的功能定位和推进策略。发现:体育资源配置中心建设要从集聚体育资源、发展体育资源、保障资源配置、发挥辐射作用四方面着手,按照“完善制度环境-夯实资源基础-优化全球网络-提升掌控能力”的战略步骤推进,并从努力推进优化资源配置方式、优化资源流通网络、优化相关营商服务和优化交易平台建设方面提出策略建议。

It is an indispensable condition for Shanghai to build a global sports resource allocation center that influences the whole world.Based on literature review and statistical analysis,the study analyzed the function orientation and promotion strategy of Shanghai sports resource allocation center construction according to the logic of"what should be done,how it has been done,and how to do it in the future".It is found that the construction of sports resource allocation center should begin with the four areas:gathering sports resource,developing sports resource,securing resource allocation and playing a radiative role.The construction should be promoted in accordance with the strategic steps of"optimizing institutional environment-consolidating resource base-improving global network-enhancing control ability".Strategic recommendations are made by optimizing resource allocation mode,resource circulation network,relevant business services and trading platform construction.
