摘要 美国单边主义和新冠疫情等因素正在改变高等教育的发展环境。面向未来,高等教育在经济社会发展中的地位、信息技术在高等教育发展中的作用都将显著增强,高等学校的教学、办学、治理模式将发生深刻变化。本文通过分析逆全球化对高等教育的影响,梳理我国高等教育在制度、信息化基础设施、市场等方面的比较优势,结合对国家需求与学术组织属性的解析,提出新形势下做强我国高等教育的战略布局和具体举措。政策的重点是面向“双循环”新发展格局做好化危为机工作,把握好高等教育新旧范式转换的新机遇,主动推进大学的开放交流,谋划数字化变革,抢占高等教育网络阵地,因势提升自身实力和国际影响力,助力国家开放大局。 De-globalization factors such as US unilateralism and the COVID-19 have changed the development environment of higher education.Facing the future,the status of higher education in economic and social development and the role of information technology in the development of higher education will be significantly enhanced,and the teaching,running,and governance models of HEI are undergoing profound changes.By analyzing the changes in higher education under the influence of de-globalization,and the comparative advantages of Chinese higher education in terms of system,information infrastructure and market,combined with the analysis of national needs and the attributes of academic organizations,the paper proposes the strategic layout and specific measures to strengthen Chinese higher education under the new situation.The focus of the policy is to face the new development pattern of"dual cycles",to do a good job in turning crises into opportunities,to grasp the new opportunities in the transformation of the old and new paradigms of higher education,to actively promote the open exchanges of universities,to plan digital changes,to seize the position of higher education network,to enhance strength and international influence,and to help the country open up according to the overall situation.
