小城镇介于城乡之间,作为产经发展的独立功能单元以及基础空间载体,其转型升级的稳定性至关重要。文章以经济常态化、要素互联化的新时代发展为契机,剖析现今小城镇主体的发展瓶颈与难题,为解决现阶段小城镇发展过程中定位不明、方向不准、特色不显等病症,从区域城镇发展体系、城镇发展导向脉络出发,搭建新型区域城乡发展框架,研判整体区域发展阶段,完善城镇自身特色内核,高品质实现城镇要素集聚与能级提升,旨在为新时代小城镇升级转型路径提供相应的理论支撑与实践依据。

Small towns are between urban and rural areas.As an independent functional unit and basic space carrier of economy and society,the stability of its transformation and upgrading is very important.Taking the opportunity of economic normalization and factor interconnection in the new era,this paper analyzes the development bottlenecks and problems of small towns as the main body.Starting from the regional urban development system and urban development orientation,it builds a new regional urban-rural development framework,studies and judges the overall regional development stage,improves the urban own characteristic core,and achieves high-quality urban factor agglomeration and energy level upgrading.It aims to provide theoretical support and practical basis for the upgrading and transformation path of small towns in the new era.
