浅析境外民爆项目安全管理实践

Analysis on safety management practice of overseas civil explosion project

针对民用爆炸物品项目在境外面临的生产安全和公共安全双重风险,系统阐述了降低风险所采取的合理选择安全标准、强化建设项目“三同时”安全管控、建立健全安全管理体系、积极开展科研攻关,及加强公共安全管理等安全管控措施,通过这些措施提高了本质安全度,提升了安全管理水平,保障了项目在建设期、运营期的安全,为国内企业实施“走出去”战略和高质量发展提供了参考。

In view of the dual risks of production safety and public safety faced by civil explosive projects abroad,this paper systematically expounds the safety control measures adopted to reduce the risks,such as reasonable selection of safety standards,strengthening the‘three simultaneous’safety control of construction projects,establishing and improving the safety management system,actively carrying out scientific research,and strengthening public safety management.Through these measures,the intrinsic safety degree is improved,the safety management level is improved,the safety of the project in the construction period and operation period is guaranteed.And it provides a reference for domestic enterprises to implement the‘going out’strategy and high-quality development.
