环境规制与中国煤炭产业技术创新效率——基于DEA模型的实证检验 被引量:3

摘要 煤炭产业是中国的重要基础产业,其技术创新效率的高低是能否获得高质量发展的关键,科学评价其技术创新效率可以为煤炭产业的创新发展提供参考。运用DEA模型,基于2009—2017年中国煤炭产业发展相关数据,对环境规制下中国煤炭产业的技术创新效率展开实证研究,并运用Eviews8.0计量软件就环境规制强度、产业研发投入力度、政府支持水平和产业经济绩效对煤炭产业技术创新效率的影响进行量化分析。结果表明:中国煤炭产业的技术创新效率在环境规制这一条件的作用下能得到明显提高并能达到DEA有效状态;在其他变量既定时,环境规制强度、产业研发投入力度、政府支持水平和产业经济绩效每增加1%,会推动煤炭产业技术创新效率分别提高6.10%、38.27%、18.32%和19.97%。据此建议,要采取针对性措施,重视煤炭产业的技术创新,进一步提高技术创新效率。 Coal industry is an important basic industry in China,and its technological innovation efficiency is the key to obtaining high-quality development.Scientific evaluation of its technological innovation efficiency can provide reference for coal industry’s innovative development.By using DEA model and based on the relevant data of China coal industry development from 2009 to 2017,this paper conducts an empirical study on the technological innovation efficiency of China coal industry under environmental regulation,and by using Eviews 8.0 measurement software,quantitatively analyzes the impact of environmental regulation intensity,industrial R&D investment intensity,government support level and industrial economic performance on the technological innovation efficiency of coal industry.The results show that under the action of environmental regulation,the technological innovation efficiency of China coal industry can be significantly improved and reach the DEA effective state;and that with other variables fixed,every 1%increase in environmental regulation intensity,industrial R&D investment intensity,government support level and industrial economic performance will promote the technological innovation efficiency of coal industry to increase by 6.10%,38.27%,18.32%and 19.97%respectively.It is therefore suggested to take targeted measures,pay more attention to the technological innovation of coal industry and further improve the efficiency of technological innovation.
