共建“一带一路”中阿海洋资源环境合作的重点领域与推进策略

Key Areas of Cooperation and Promoting Strategies in Co-building“The Belt and Road”on Marine Resources and Environment between China and Arab Countries

在中阿合作论坛的推动下,打造中阿蓝色经济通道、共建海洋合作中心成为加强中阿合作的又一重要方向。虽然中阿合作历史悠久、成果众多,但学界关于双方在海洋领域合作的研究却非常缺乏。分析中阿在海洋资源环境合作的重点领域和推进策略,将对打开中阿海洋合作大门、响应国家“推进新时代中阿战略伙伴关系”政策和共建“一带一路”提供参考。本研究将阿拉伯国家所属和紧邻的海洋区域分为地中海区域、红海—亚丁湾区域、海湾区域以及其他区域,分别对其海洋资源环境情况进行介绍。通过对中阿海洋合作的现实基础进行分析,指出中阿合作基础良好,可根据阿拉伯国家的海洋情况深入探索在海洋渔业开发与保护、海洋生态环境保护、应对气候变化等海洋资源环境领域开展合作,并通过加强阿拉伯国家海洋科技发展情况研究、从双边合作带动多边合作、利用中阿合作平台以多元合作促进更广泛国际海洋合作等策略,推动中阿在海洋资源环境领域的合作。

Under the impetus of the Sino-Arab Cooperation Forum,building a blue economic corridor and jointly building a maritime cooperation center have become another important direction for strengthening Sino-Arab cooperation.Although China and Arab countries have a long history of cooperation and made numerous achievements,research on cooperation in the field of marine resources and environment and promoting strategies is far from enough.Analysis of Sino-Arab cooperation in the field of marine resources and environment will provide reference to open the door of China-Arab marine cooperation,respond to the national policy of“promoting Sino-Arab strategic partnership in the new era”and jointly build“The Belt and Road”.In this study,the marine areas belonging to and adjacent to the Arab countries were divided into the Mediterranean Region,the Red Sea and the Gulf of Aden region,the Gulf region and the other region,and marine resources and environment of the Arab countries were introduced respectively.Based on the analysis of the practical basis of Sino-Arab maritime cooperation,the paper further pointed out that Sino-Arab maritime cooperation has a sound foundation and closer cooperation can be further explored in marine fishery development and protection,marine ecological and environmental protection as well as responding to climate change in the area of marine resources and environment based on introduction of marine resources and environment of Arab countries.Through strengthening the research on the development of marine science and technology in Arab countries,opening up multilateral cooperation from bilateral cooperation,and using the Sino-Arab cooperation platform to promote marine cooperation through diversified cooperation,the cooperation between China and Arab countries in the field of marine resources and environment will be promoted.
