摘要
高校主要功能的实现靠二级学院,二级学院的发展靠领导班子的有效治理及运行。二级学院领导班子建设及治理运行应突出三个特质:治理主体必须具有教育情怀、治理文化必须以信任为基础、治理效能必须突出创新开放。通过一系列制度程序设定和考核评价,强化主动参与、沟通补台、会议决策、党建引领、改革创新的运行机制,创建德智体美劳高校二级学院“五型”领导班子,提升高校治理体系和治理能力现代化。
The realization of the main functions of universities depends on the secondary colleges.The development of secondary colleges depends on the effective management and operation of the leadership team.The construction of the leadership team and governance operation of the secondary colleges should highlight three qualities:the subject of governance must have educational sentiment;the culture of governance must be based on trust;and the effectiveness of governance must highlight innovation and openness.Through a series of institutional procedures and assessment,a number of operation mechanisms including active participation,communication,meeting decisions,Party construction,reform and innovation will contribute to the establishment of the“five-type”leadership team of secondary colleges of universities in terms of moral,intelligent,physical,aesthetic and labor education,thus improving the modernization of university governance system and governance capacity.
