军民融合卫生法规体系构建思考

Construction and thinking of civil-military cooperation health laws and regulations system

军民融合卫生法规体系是国家军民融合法规体系和国家卫生法规体系的有机组成部分,也是卫生健康领域的重要法规支撑,但迄今为止尚未形成基本框架。从分析构建军民融合卫生法规体系的必要性出发,结合当前军民融合卫生法规建设中存在基本法规缺失、法规体系不完善、法规效用性不强等问题,提出了构建"军民融合卫生法规体系"层次内容及其实现路径选择的初步构想。

The civil-military cooperation health regulations system is an integral part of the national civil-military cooperation regulations system and the national health regulations system.It is also an important legal support for the construction and development of the national strategy of civil-military cooperation in the health field,but it has not formed the basic framework so far.From analyzing the necessity of building civil-military cooperation of the health regulations system,combining with the existing problems in the construction of civil-military cooperation health laws and regulations,such as the lack of basic laws,the imperfect legal system and the weak effectiveness of regulations,this paper put forward the construction of"civil-military cooperation of the health regulations system"level of content and its implementation route choice of initial vision.
