中美东南亚地区秩序理念的比较及地区秩序的演变趋势分析

A Comparison of U.S.and Chinese Views of and an Analysis of Trends in the Southeast Asian Regional Order

东南亚地区秩序的演变涉及两个核心问题:地区秩序将围绕哪一权力主体而展开?该权力主体将提供怎样的价值理念?在当前的东南亚地区权力格局中,美国的主导地位已经出现动摇,中国因素逐渐上升,中美在该地区的竞争不仅是权力和利益之争,也是“两种秩序理念”之争。美国力图建立一个以西方式自由民主国家为基础,共同应对中国这一“他者威胁”的地区合作模式;中国则力图建立一个以互惠合作的社会关系为基础,共同应对地区内部问题的地区合作模式。在两种秩序观之争下,东南亚地区最终将会朝着中国主导的互惠合作秩序的历史方向演变。

There are two core issues at play around the evolution of the Southeast Asian regional order:(1)which power will emerge as the central power around which the regional order is to develop?(2)what types of values and norms will this power maintain?At present,America’s dominant position vis-à-vis the Southeast Asian regional order has already begun to sway,and China has gradually increased its influence.China-U.S.competition in Southeast Asia is not only over power and interests,but is also a competition between two competing concepts of the regional order.For its part,America aims to establish the liberal democratic model of the state as a basis to collectively respond to China.China on the other hand endeavors to establish social relations based on mutual benefit as a means around which states are organized in response to regional challenges.Competition between these two views of the regional order is gradually resulting in an evolution in the direction of the China led system based on mutually beneficial cooperation.
