摘要
影响产业技术创新的因素众多,从系统学角度出发,产业技术创新活动由多个系统组成。产业技术创新系统(IS)与技术创新人才系统(TS)相互作用,在社会环境系统(ES)的支撑下就会组成产业技术创新和技术创新人才互动支撑系统(ITES)。运用复杂适应系统理论(CAS)构建ITES,确定34个标识。采用层次分析法,由高校专家、企业专家和科技管理者分别对ITES标识进行排序筛选,得出“企业利润”“创新意志”“经济收入”“洞察力”“解决问题能力”为最优标识,“道德修养”“社会责任”“分享机制”“创新包容性”“知识运用能力”为最弱标识。研究结果表明,对于企业或创新人才来说,企业利润、经济收入始终是最重要的因素;而道德修养、社会责任排位最后,没有引起社会的高度重视,这不利于科技强国、制造强国、质量强国的建设与发展。
There are many factors that affect industrial technology innovation.From the perspective of systematics,industrial technology innovation activities consist of several systems,under the support of social environment system(ES),the interaction between industrial technology innovation system(IS)and technological innovation talents system(TS)will form the interactive support system of industrial technology innovation and technological innovation talents(ITES).In this paper,the complex adaptive system theory(CAS)is used to construct the ITES system and 34 markers are identified.Using analytic hierarchy process(AHP),the identification of ITES system is sorted and screened by university experts,enterprise experts and science and technology managers respectively.It is concluded that"enterprise profit","innovation will","economic income","insight"and"problem-solving ability"are the best marks,while"moral cultivation","social responsibility","sharing mechanism","innovation inclusiveness"and"knowledge application ability"are the weakest marks.The results show that for enterprises or innovative talents,enterprise profit and economic income are always the most important factors,while moral cultivation and social responsibility are ranked last,the society does not attach great importance to them,which is not conducive to the construction and development of a powerful country in science and technology,manufacturing and quality in the future.
