粤港澳大湾区科研管理制度协同创新研究:基于香港制度实践的考察

Research on Collaborative Innovation of Scientific Research Management System in Guangdong-Hong Kong-Macao Greater Bay Area:Based on Analysis of Hong Kong's System

粤港澳大湾区建设成具有全球影响力的国际科技创新中心需要科研管理制度协同创新。香港科研管理制度包括大学教育资助委员会和创新科技署两大体系,分别设立了多种竞争性科研项目促进基础研究和应用研究。香港科研项目管理流程注重尊重科研工作者自主权,强调结果管理而非过程管理,对经费使用和报销等规定比较灵活,对成果的考核比较严格。通过梳理近年来中央及深圳市科研管理改革举措,并与香港科研管理制度进行比较,提出粤港澳大湾区进一步深入探索科研管理制度协同创新,并以河套深港科技创新合作区为平台先行先试。

Under the strategic goal of the construction of international center for technology and innovation,the Guangdong-Hong Kong-Macao Greater Bay Area must promote the integrated development of scientific research management system.Hong Kong sets two scientific research management institutes including University Grants Committee and Innovation and Technology Commission,and a variety of competitive research projects have been set up to promote basic research and applied research.Hong Kong's project management process pays attention to the autonomy of scientific research workers,emphasizes results management rather than process management,and has flexible regulations on the use and reimbursement of funds and strict assessment of achievements.By summarizing the reform measures of the central government and Shenzhen in recent years,and comparing with the Hong Kong scientific research management system,this paper proposes to explore the collaborative innovation of scientific research management system of the Greater Bay Area in further depth,and take Hetao Shenzhen-Hong Kong Cooperation Zone for Technology and Innovation as the platform for first try.
