营商环境对城市创新能力的影响——基于中国287个地级市的空间计量分析

Impact of Business Environment on Urban Innovation Capacity:Analysis of Spatial Metrology Based on 287 Prefecture-level Cities in China

以中国287个地级市为研究样本,使用截面空间计量模型,考察优化营商环境是否会促进城市创新能力的提升。研究表明:优化营商环境对城市创新能力的促进作用是显著的,营商环境每上升1个标准差,会导致城市创新能力提高0.1503个标准差;城市创新能力具有显著的空间溢出效应;在信息化程度高但经济发展水平较低、第三产业占比较低、城市规模较小、政府科技扶持力度较小的中小城市,营商环境对城市创新能力的促进作用会更为明显。

Taking 287 prefecture-level cities of China as the research sample and using cross-sectional spatial econometric models,this paper examines whether optimizing the business environment will promote the improvement of urban innovation capabilities.The research shows that optimizing the business environment will have a significant positive impact on urban innovation capacity,and each standard deviation of the business environment will cause urban innovation capacity increased by 0.1503 standard deviations;urban innovation capacity has a significant space spillover effect;small and medium-sized cities with high levels of informatization but low levels of economic development,relatively low tertiary industry,smaller cities,and less government support for science and technology,the business environment will play a more significant role in promoting urban innovation capacity.
