Against the background of the change of emission control guidance policy and the classification reform of public institutions,this paper discusses how to optimize the functions of emission management agencies and further clarify and subdivide their management responsibilities,so as to better cope with the transformation of environmental management,with a view to promoting the sustainable development of emission trading by innovating the system and operation mechanism of emission management institutions.
