我国生态环境损害赔偿制度自2015年试点试行到2018年全国试行以来在许多方面取得了重大进展,但仍存在认识不到位、理解不深刻等问题。本文从制度初探、制度建立、制度实践三个方面系统地阐述了生态环境损害赔偿制度在国内外的发展历程,总结了各省市案例实践和制度试行阶段的经验,以期为我国生态环境治理体系和治理能力现代化建设提供科学参考。
