困境与突破:城市绿色治理中的地方政府生态责任

Dilemma and Breakthrough: Local Ecological Responsibility in Urban Green Governance

党的十九届四中全会提出并出台了《中共中央关于坚持和完善中国特色社会主义制度,推进国家治理体系和治理能力现代化若干重大问题的决定》,对新时代我国推进国家治理体系和治理能力现代化具有里程碑意义。城市作为国家城镇体系规划设置的重要层级,在推进和实施城市绿色治理中采取措施的实际与否,关乎国家治理体系和治理能力现代化能否实现和真正落地。然而,城市绿色治理的质量在一定程度上又取决于地方政府生态责任的决策效能。为此,本研究以浙江省温州市为例,探寻解决地方政府生态责任决策环境中面临的困境,破解并提出行之有效的相应对策,对于提升城市绿色治理的高效运转具有重要的现实意义。

The Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China proposed and issued the"Decisions of the Central Committee of the Communist Party of China on Several Major Issues Concerning Upholding and Improving the Socialist System with Chinese Characteristics and Promoting the Modernization of the National Governance System and Governance Ability."This is a milestone for our country to promote the modernization of the national governance system and governance capabilities in the new era. As an important level in the planning and establishment of the national urban system, the actuality of the measures taken in the promotion and implementation of urban green governance depends on whether the modernization of the national governance system and governance capabilities can be realized and truly implemented. However, the quality of urban green governance depends to a certain extent on the decision-making efficiency of local governments’ ecological responsibilities. Therefore, this research takes Wenzhou City, Zhejiang Province as an example, to explore solutions to the difficulties faced by local governments in the decision-making environment of ecological responsibility thus to solve and propose effective corresponding countermeasures, which has an important practical significance for improving the efficient operation of urban green governance.
