中国家庭老年照料的功能变迁与价值转向

重视家庭老年照料是中国传统伦理价值观延续的体现,也是多层次养老保障体系重要基础和出发点。随着人口结构、家庭结构等社会结构的转型,家庭老年照料的整体功能逐渐式微。而新时期家庭老年照料的社会价值明显地呈现出大幅提升的趋势。借鉴西方家庭政策的经验和实现美好生活的需要,中国家庭老年照料政策应理性地在立法目标、决策理念、经济政策、社会环境和整体布局等方面做出一系列的价值导向转变,实行社会协同治理,以实现人口老龄化社会文明进步与和谐发展的社会保障目标。

Family care for the elder is the embodiment of the continuation of traditional Chinese ethical values,and it is also an important foundation of the multilevel old-age service security system.With the transformation of social structures such as population structure and family structure,the function of family care gradually declines.However,the social value of family care is showing an increasing trend in the new period.Drawing lessons from Western family policy experiences,China needs to make a series of adjustments in values such as legislative goals,decision-making concepts,economic policies,social environment and overall layout,and implement social collaborative governance to achieve the goal of social security for the harmonious development of an aging society.
