基于高质量发展理念的浙江美丽城镇特色化发展路径探索

Exploration of the Characteristic Development Path of Zhejiang Beautiful Towns Based on the Concept of High-quality Development

小城镇作为联系城乡的关键环节和重要节点,同时也是推进就近城镇化与新型城镇化的重要载体,如何发挥小城镇在集聚人口、服务城市、带动乡村的重要功能,实现高品质特色化发展是学术界普遍关注的核心议题。本文以浙江省美丽城镇建设为例,探讨高质量发展理念下美丽城镇特色化发展路径。面临城乡发展模式升级、发展导向转变及发展目标进阶的要求,建立与之相适应的空间结构体系、要素优化配置模式、特色化指引体系及分阶段推进思路。提出美丽城镇特色化发展技术路径,一是建立面向全域空间的规划管控体系、面向存量资源高效率使用的发展模式;二是营造宜居宜业宜游的高品质城镇生活,塑造具有传统风韵、人文风采、时尚风貌的特色风貌;三是推动城乡融合基础上的高水平治理,全面推进城乡基础设施互联互通、公共服务同质同权、社会治理共治共享、体制机制相融相通,实现城乡居民共同分享城镇发展的成果。

As key link and important node connecting urban and rural areas,small towns are also important carriers for promoting nearby urbanization and new urbanization.How to give full play to the important functions of small towns in gathering population,serving cities,and driving the countryside to achieve high-quality and characteristic development is a core issue that academia concerned.This article takes the construction of beautiful towns in Zhejiang Province as an example to discuss the characteristic development path of beautiful towns under the concept of high-quality development.Facing the requirements of urban and rural development model upgrade,development orientation transformation and development goal advancement,the paper establish a suitable spatial structure system,element optimization configuration model,characteristic guidance system and staged promotion ideas.Then the characteristic development technology path of beautiful towns is proposed.First,establish a planning and control system oriented to the entire space and development model which orient to the efficient use of stock resources.Second,create a high-quality urban life that is suitable for living,working and traveling,and shaping the characteristic style with traditional charm,humanistic style and fashionable style.Third,promote high-level governance based on the integration of urban and rural areas,and comprehensively promote the interconnection of urban and rural infrastructure,the same quality and power of public services,the co-governance and sharing of social governance,and the integration of systems and mechanisms,so that urban and rural residents can share the fruits of urban development.
