Non-active civilian staff are an important part of the teaching force of military academies for non-commissioned officers.Improving the post-holding ability of non-active civilian staff plays a very important role in comprehensively improving the teaching level and quality of military academies for non-commissioned officers,and enhancing the combat effectiveness of the army.In view of the insufficient post-holding ability of non-active civilian staff in military academies for non-commissioned officers,this paper conducts an in-depth analysis of the causes,and discusses the corresponding solutions.
