新发展理念下湖南省粮食技术进步贡献率测度与分析

Measurement and Analysis of the Contribution Rate of Grain Technological Progress in Hunan Province under the New Development Concept

摘要 技术进步对提高我国农业生产力水平至关重要,也是实现农业高质量发展的关键,为评估湖南省粮食技术进步贡献率,从“十四五”规划背景下新发展理念视角出发,选取2000—2018年湖南省粮食生产相关要素投入产出统计数据,定量研究技术进步贡献率演变阶段、路径,为粮食生产效率提升与可持续发展提供参考依据。采用C-D生产函数和索洛增长模型,选取粮食总产值、物质和服务消耗、种粮劳动力、粮食播种面积四个指标,测度湖南省粮食生产技术进步贡献率。研究发现,现阶段湖南省粮食生产技术进步贡献率呈现增长态势,成为支撑粮食生产发展的重要来源之一,其次为资本投入。基于此,加大人力资本投入、优化要素投入结构,实现粮食生产资源由粗放利用向集约发展转变,为湖南省粮食经济增长高质量发展提供动力源泉。 the technological progress is very important to improve the level of agricultural productivity in our country,also is the key to the development of agriculture high quality,to assess food technology progress contribution rate of hunan province,from the concept of“difference”planning under the background of new development perspective,select the relevant factors of grain production in hunan province in 2000-2018 output statistics,quantitative research technological progress contribution rate evolution stages,path,for efficiency improvement and to provide reference for the sustainable development of grain production.C-d production function and Solow growth model were adopted to measure the contribution rate of technological progress of grain production in Hunan province by selecting four indexes,namely total grain output value,material and service consumption,grain growing labor force and grain sown area.It is found that the contribution rate of technological progress of grain production in Hunan province is on the rise at the present stage,and it has become one of the important sources supporting the development of grain production,followed by capital input.Based on this,we should increase human capital investment and optimize the input structure of factors,so as to realize the transformation of grain production resources from extensive utilization to intensive development,and provide a driving force for the high-quality development of hunan province’s grain economic growth.
