乡村振兴背景下基层妇联参与社会治理现状研究——以福建省基层妇联改革为例

On the Status Quo of Grassroots Women’s Federations’Participation in Social Governance under Rural Revitalization:A Case Study of Women’s Federation in Fujian Province after the Reform

基层妇联能否将长期处于社会治理边缘的农村妇女牵引至公共治理空间,直接影响到“基层社会治理新格局”的构建。对福建乡村两级妇联的调查结果表明:改革后,基层妇联团结引领妇女参与乡村振兴的行动更加精准、妇女参与面广、成效显著,参与路径也逐渐向项目化、专业化、整体化转变。但基层妇联工作形式内卷化明显,参与社会治理力量不均衡、资源整合不充分、组织动能不强等问题仍较突出。在深化妇联组织建设改革进程中,必须坚持党建引领,提升“妇女微家”功能化水平,打造专业化的工作队伍,为基层妇联参与社会治理提供组织、资源与人才支撑。

Whether the grassroots women’s federations can lead rural women who have been on the edge of social governance to the public governance space will directly affect the construction of“new pattern of grassroots social governance”.The survey of Fujian rural women’s federations shows that:after the reform,the grassroots women’s federations unite and lead women to participate in Rural Revitalization more accurately;women’s participation increases;the effect is remarkable;and the participation path is increasingly more systematic,specialized and integrated.However,problems are many:the grass-roots women’s federations’approach is obviously involution;the power of participation is not balanced;the integration of resources is not sufficient;and the organizational energy is not strong.In deepening the reform of the organizational construction of women’s federations,we must continue to adhere to the leadership of the Party,improve the functional level of“women’s Micro home”,build a professional working team,and provide organizations,resources and talent support for grassroots women’s federations’participation in social governance.
