完善新时期国土空间规划体系的几点思考

Some Thoughts on Improving Territorial Space Planning System in the New Period

建立新时期国土空间规划体系是党中央、国务院的重大决策部署,是全面落实国家战略、体现国家意志,实现空间治理的首要任务。在系统梳理新时期国土空间规划体系建构逻辑的基础上,研究发现:健全完善国土空间规划体系仍需处理好"发展规划"与"空间规划"的体系博弈、"空间规划"与"非空间规划"的地位博弈、"长期规划"与"短期发展"的错位衔接、"发展弹性"与"空间刚性"的双向博弈、"三维管理"与"二维控制"的管控思维博弈等五个问题。进而提出对策建议:(1)进一步强化顶层设计,理清各类规划定位与分工;(2)强化法规支撑,尽快出台法律法规依据;(3)统一时序安排,强化规划技术和工作方法创新;(4)创新管控方式,强化开发建设管理方式转变;(5)创建"三会一机构"协调议事机制,促进规划方式多维参与。

Establishing a new-period territorial space planning system is a major decision-making arrangement of the CPC Central Committee and the State Council,it is the primary task of fully implementing the national strategy,reflecting the national will,and realizing space governance.On the basis of systematically sorting out the construction logic of the territorial space planning system in the new era,the study found that a sound and perfect territorial space planning system still needs to deal with five issues including the system game between"development planning"and"space planning",the status game of"space planning"and"non-space planning",the dislocation of"long-term planning"and"short-term development",the two-way game of"development flexibility"and"spatial rigidity",and the control thinking game between"three-dimensional management"and"two-dimensional control".Then,this article put forward countermeasures and suggestions:(1)further strengthen the top-level design,clarify the positioning and division of various planning;(2)strengthen the support of laws and regulations,and issue the basis of laws and regulations as soon as possible;(3)unify the time arrangement,strengthen the innovation of planning technology and working methods;(4)innovate the management and control methods to strengthen the transformation of management methods of development and construction;(5)create a coordination and discussion mechanism of"three associations and one organization"to promote multi-dimensional participation in planning methods.
