摘要
高校继续教育发展年度报告制度是我国教育治理改革的重要制度创新,正在引发多元利益主体治理机制的重要变革。基于治理的视阈,分析高校继续教育发展年度报告制度的应然价值、现实问题并构建优化策略,对于高校继续教育发展年度报告制度科学运行具有一定的指导作用。针对高校撰写质量不高、社会公众监督效能难以发挥、研究机构研究成果水平较低和教育行政部门监管流于形式等年度报告制度运行中存在的主要问题,应采取完善高校继续教育年度报告制度设计、强化年度报告制度的理论学习、健全各负其责的协同工作机制以及规范年度报告工作程序等优化策略。
The annual report system of the development of continuing education in colleges and universities is an important system innovation in the reform of educational governance in China,which is triggering an important change in the governance mechanism of multiple interest subjects.Based on the perspective of governance,this paper analyzes the due value and practical problems of the annual report system for the development of continuing education in colleges and universities,and constructs optimization strategies,which has a certain guiding role for the scientific operation of the annual report system for the development of continuing education in colleges and universities.In view of the main problems existing in the operation of the annual report system,such as the low quality of university writing,the difficulty of public supervision,the low level of research results of research institutions,and the mere formality of the supervision of the education administrative departments,we should take such strategies as perfecting the design of the annual report system of continuing education in colleges and universities,strengthening the theoretical study of the annual report system,perfecting the cooperative working mechanism of each responsibility and standardizing the working procedure of the annual report.
