全球成人学习与教育参与进展、障碍与行动策略——基于GRALEⅣ的分析

摘要 联合国教科文组织发布的《成人学习与教育全球报告(Ⅳ)》总结2015年以来各国成人学习与教育总体参与率、不同群体参与率和不同领域参与率等方面取得的重要进展,分析制约成人学习与教育参与的处境障碍、体制障碍和意向障碍等学习障碍,建议采取培养成人的学习意识、建立支持弱势群体的财政援助机制、消除工作对学习的负面影响以及增加成人教育供给等国家策略。 The 4th Global Report on Adult Learning and Education released by UNESCO summarizes the important progress made by countries in terms of overall participation rate,participation rates of different groups and in different fields since 2015.It also analyzes the learning obstacles that restrict adult learning and education participation,such as situational barriers,institutional barriers and dispositional barriers,and suggests that countries should take action strategies such as cultivating adult learning awareness,establishing financial assistance mechanisms to support vulnerable groups,eliminating the negative impact of work on learning and increasing the supply of adult education.
