共同决策引导机制下的城市综合公园户外体育场地规划设计研究

Study on the Planning and Design of Outdoor Sports Venues in Urban Comprehensive Parks under the Common Decision-making Guidance Mechanism

随着人们对健康生活品质的追求越来越高,国家适时推进全民健身战略,体育活动从空间到类型都呈现多元需求趋势,已不再局限于传统体育场馆内的集中式活动,更多转向户外亲近自然的活动,并由此引发对户外体育场地需求的不断攀升。研究发现城市综合公园是承载户外体育场地增量的主体,然而,目前在其中增设体育场地还面临诸多因行业规范滞后带来的障碍。如何在尊重当前相关标准与规范的前提下,将公园中有限的硬质场地进行体育和游憩活动的科学分配是一个难题。本文提出的"共同决策引导机制"通过引入城市管理者、多领域专家、公众使用者共同判断与决策户外体育场地比例配置,以平衡公园中的多元需求,是应对当前综合公园"体育化"倾向的有效方法。最后,通过盐龙公园的规划案例做出了进一步论证说明。

With people’s pursuit of high quality and healthy life, the state advances the national fitness strategy timely, and sports activities show a trend of diversified demands from spaces to types, which has no longer limited to the centralized activities in the traditional stadium, but turning to outdoor sports activities close to nature, leading to the increasing demands for outdoor sports sites. It has been discovered the urban comprehensive park is the main body carrying the increment of outdoor sports sites. However, the addition of sports sites is still with many obstacles because of the lag of industry norms. On the premise of respecting the current standards and norms, it is a difficult problem to allocate the limited hard spaces in the park to sports and recreation. The common decision-making guidance mechanism proposed in this paper is an effective method to deal with the tendency of "sports" in comprehensive parks by introducing urban managers, multi-disciplinary experts and users to judge and make decisions on the proportion allocation of outdoor sports sites in order to balance the multiple needs of parks. Finally, the argumentation is made according to the planning case of Yanlong Park.
