公租住房运营提升城市治理有效性的机制研究——以杨浦公租运营为例

摘要 城市治理的出发点和落脚点是社区治理和小区治理,完善和提升公租住房运营直接影响到城市治理能力和有效性。运用公共产品理论、包容性增长理论和住宅社会理论,通过对上海市杨浦区公租住房运营实践进行调研分析,提出公租住房运营提升城市治理有效性的五大机制。针对当前供求矛盾仍然突出、运营管理水平有待提升、资金来源需要拓宽等发展难点,建议公租运营坚持“以人为本”发展理念,深化市场化改革,把握科技、绿色、生态发展方向。 The starting point and the foothold of urban governance is community governance and housing estate governance.The improvement of public rental housing directly affects the capacity and effectiveness of urban governance.Applying public product theory,inclusive growth theory and housing society theory,based on the research of the operation of public rental housing in Yangpu District of Shanghai,this paper puts forward five mechanisms about improving the effectiveness of urban governance.In view of the current development difficulties such as the contradiction between supply and demand,the enhancement of operation and management and the expansion of the source of resources,it is suggested that public rental operation should adhere to the"people-centered"concept and deepen market-oriented reform,grasp the scientific and technological,green and ecological development thereof.
