东京都防灾应急物资管理体系研究

Study on the Disaster Prevention Emergency Materials Management System in Tokyo Metropolitan

应急物资管理是当下各国关注的话题。本文以东京都为个案,在界定基本概念的基础上,运用一手文献和数据,从法律基础、目标原则、组织架构、管理和运行机制等方面系统考察了东京都防灾应急物资管理体系,概括了其主要特点:法律为基础,计划管实施;预防和减灾,贯穿于始终;首都、国家和全球,三位一体担责;预防、应急和复原,物资管理全过程;计划精细化、供给人性化;空间布局多元化,集中分散便利化;物资管理四环节,一体谋划保顺畅;多元主体齐参与,分工合作强效能。

Emergency materials management is a topic of concern in China and the world.Taking Tokyo Metropolitan as an example,on the basis of defining the basic concepts,using a large number of first-hand literature and data,this paper systematically investigates the disaster prevention and emergency materials management system from the following aspects,including legal basis,objectives and principles,organizational structure,management and operation mechanism.Then,Tokyo Metropolis’main characteristics of disaster prevention and emergency materials management system are summarized as follows:the implementation is based on law and plan;the prevention and reduction of disaster run through the whole process;the emergency materials management is responsible for the capital,the country and the world;the whole process of material management is composed of prevention,emergency management and recovery plan was refined with supply humanization;the space distribution was diversified,which is centralized with decentralization and convenience;materials are managed by four links and the integrated planning is to ensure smooth;multiple subjects should participate in the work and cooperate with each other.
