印度维护海外能源安全利益的新举措研究

近年来,印度采取了一系列新举措应对海外能源战略环境产生的新变化对其维护海外能源安全利益形成的新挑战,如政府与企业的不同利益关注点制约维护海外能源安全利益的深度,海上战略通道控制权缺失降低维护海外能源安全利益的效率,国家间的地缘争夺增加维护海外能源安全利益的难度等等问题。通过加快“能源战略通道建设”推进能源进口多元化,完善“战略决策体制机制建设”协调政府与企业的关系,提升“综合能力”推动硬实力和软实力建设等等,推进了印度海外能源供应主体多元,全球能源治理效能,全球能源安全观转变等深刻变革,不仅对印度维护海外能源安全利益发挥了积极作用,也值得我国在优化调整能源战略过程中思考与借鉴。

In recent years,new changes in the overseas energy strategic environment have created new challenges for India to maintain overseas energy security interests.The different interest concerns of the government and enterprises restrict the depth of maintaining overseas energy security interests;the lack of control over maritime strategic channels reduces the maintenance of overseas energy The efficiency of security interests;geographic competition between countries has increased the difficulty of maintaining overseas energy security interests,and so on.In response to these new challenges,India has adopted a series of new measures to coordinate the relationship between the government and enterprises by“improving the construction of strategic decision-making systems and mechanisms”;promoting the diversified energy import strategy by accelerating the construction of“energy strategic channel”;“Comprehensive ability”is the starting point to promote the construction of hard power and soft power,etc.These measures have promoted profound changes such as the main body of India's overseas energy supply,the efficiency of global energy governance,and the transformation of global energy security.
