Stability,Balance and Development:The Triple Mission of Building a Pairing Programme with Chinese Characteristics

随着对口支援制度被中央政府在诸多事务中予以广泛运用,这一制度逐步成为解决国家政治、社会和经济各领域相关问题的有力工具。当前学界的研究主要围绕对口支援"做了什么"和"应该怎么做"两个问题展开,而未能探讨对口支援"为什么能"的问题,即在一定程度上忽略了对口支援是如何实现国家战略,破解超大规模国家有序运转所面临的稳定、平衡与发展问题。文章基于国家治理现代化的语境,分析建设中国特色对口支援制度的三重使命:政治使命、社会使命和经济使命,有助于理解国家何以将对口支援制度作为一项国家战略层面的政治任务予以推动。

As the pair-up support has been widely used by the central government,it has gradually become a powerful tool for solving national problems in political,social and economic fields.The current academic research mainly focuses on"what"and"how"the pairing programme has generated,but fails to explore the issue of"why"it can be implemented.To a certain extent,it has ignored the question of how pair-up support can realise the national strategy and solve the problems of stability,balance and development in the orderly operation of a megastate.Based on the context of the modernisation of national governance,the article analyses the triple mission of building apair-up support system with Chinese characteristics in political,social and economic field,which helps to understand why it is a national strategic task.
