以国内大循环为主体、国内国际双循环相互促进的新发展格局(本文简称双循环新发展格局)是适应中国经济发展阶段、环境、条件变化下的发展格局。全面、准确把握双循环新发展格局的背景、内涵和结构、廓清认识误区,对于推动构建双循环新发展格局具有重要意义。双循环新发展格局是以新发展理念和国家总体安全观为理念指导,以国内大循环为主体、国内国际双循环相互促进为基本型态,以改革、开放、创新为基本动力,以超大规模市场优势和内需潜力为基础支撑,以高水平经济循环、高质量发展和开放型世界经济为基本目标的发展格局。双循环新发展格局不是单纯的总需求管理意义上的扩大内需,而是统筹供给和需求、以需求提升供给能力的扩大内需,是统筹发展与安全,增强技术—产业自立性的扩大内需;不是脱钩而是反脱钩,不是减少而是强化与世界的联系;不是封闭的国内循环,而是开放的国内国际双循环。

The new development pattern is not simply the expansion of domestic demand in the sense of aggregate demand management,but the expansion of domestic demand by coordinating supply and demand,enhancing supply capacity with demand,coordinatingdevelopment and security,and enhancing technology-industry independence;expanding domestic demand;not decoupling butanti-decoupling,not reducing but strengthening the connection with the world and striving to contribute more momentum to theglobal economic recovery;not a closed domestic circulation,but an open domestic and international dual circulation.
