社会科学普及地方立法生成路径研究——以安徽省为例

Research on Path of Making Local Legislation for Social Science Popularization—Taking Anhui Province as an Example

安徽需尽快出台《安徽省社会科学普及条例》,以提升人口素质。该《条例》在属性定位上应明确其在省内社会科学普及工作中的基本法、主干法和综合法地位,在立法要求上要立足于安徽的客观实际,在立法内容上应将社会科学普及力量薄弱、各类软硬件要素投入保障不足等问题作为核心规制对象,在立法框架上可安排总则、内容与形式等七个章节。同时,立法中还要注意立法配套、立法民主化和区域立法协作等问题。

Anhui Province needs to promulgate Anhui Province Social Science Popularization Regulation as soon as possible,in order to improve the population quality.In terms of attribute orientation,it is necessary to clarify the regulation’s status as the basic law,the main law and the comprehensive law in the popularization of social sciences.In terms of legislative requirements,it is necessary to base on the objective reality of Anhui Province.In terms of legislative contents,it is necessary to take the problems as the core regulatory objects such the weak power of social science popularization and the insufficient guarantee of various kinds of software and hardware elements.In the legislative framework,it is necessary to arrange seven chapters,including general principles,contents,forms and so on.At the same time,it is necessary to pay attention to the supporting legislation,democratization of legislation and regional legislative cooperation.
