我国持续优化市场化营商环境的思路研究

A Study on the Strategy of Optimizing the Market-Oriented Business Environment Continuously in China

市场化营商环境是公共部门尤其是政府为保障市场主体平等权利和市场在资源配置中的决定性作用而提供的体制机制性因素和条件。市场化营商环境具有企业地位平等、要素自由流动、产权制度清晰、信用体系健全、法治保障有力等特征,我国从制度建设、资源配置、产权制度、社会信用、市场体系、精简审批等方面开展优化市场化营商环境的实践探索。我国市场化营商环境存在公平竞争市场环境尚不健全、要素市场化配置机制还需强化、产权保护制度仍需重视、社会信用体系亟待完善、涉企审批事项有待精简等问题。我国应采取加快制定竞争中性政策、推动要素自由流动与市场化配置、健全产权保护制度、推进现代社会信用体系建设、放宽和规范中小企业市场准入限制及创新行政审批制度模式等措施持续优化市场化营商环境。

The market-oriented business environment is the institutional factor and condition provided by the public sector,especially the government,to guarantee the equal rights of market subjects and the decisive role of market in resource allocation.The market-oriented business environment has basic characteristics as equal status of enterprises,free flow of elements,clear property rights system,sound credit system,and strong legal guarantee.We started the practice and exploration of market-oriented business environment construction from the aspects of system construction,resource allocation,property right system,social credit,market system,streamline approval procedures.There are some problems,such as a fair and competitive market environment need to be improved,market-oriented allocation mechanism of factors need to be strengthened,property rights protection system needs more attention,social credit system construction needs to be improved and enterprises'approval items need to be simplified.Therefore,we should take the following measures to continuously optimize the market-oriented business environment:accelerating the formulation of a competition-neutral policy,promoting the free flow of elements and market-oriented allocation,improving the property rights protection system,improving the modern social credit system,relaxing and standardizing the market access of small and medium-sized enterprises and innovating the mode of administrative examination and approval system.
