高成本是基层政协民主监督发展的重要制约因素,优化成本是基层政协民主监督创新的重要方向和关键内容。这些创新探索在取得一定实践效果的同时,由于未能遵循政协民主监督内在规律、突破政协民主监督关键问题,往往存在越创新形式越复杂、过程越繁琐、成本越高的问题。近年来,丽水莲都区政协聚焦降成本、优成本的关键问题,推进“随手拍快捷报”民主监督创新,在对接沟通成本、人力成本、机会成本、创新推进成本方面均实现了有效减少,并优化了总成本。丽水莲都区政协的探索为基层政协民主监督创新提供了有益启示,即必须坚持创新的正确导向和内容,科学的成本优化方向与方式,努力赢得上级与同级党委、政府的支持,提升委员参与度及社会关注度。

High cost is an important constraint factor for development of the democratic supervision of grassroots CPPCC.The optimization cost is an important direction and key content of innovation of the democratic supervision of grassroots CPPCC.In the reality,a large number of innovative explorations have achieved certain practical significance.At the same time,due to the failure to follow the intrinsic democratic supervision rules of the CPPCC,more complex forms and more complicated processes of Innovation cost higher.In recent years,the CPPCC of Liandu District of Lishui focused on the key issues of cost reduction and cost-effectiveness,and promoted the democratic supervision and innovation of“Take Photos and Report Speedily”,which effectively reduced the communication costs,labor costs,opportunity costs,and innovation promotion costs.The exploration of the CPPCC in Lishui District has enlightened grassroots CPPCC,that is,we must adhere to the orientation and content of innovation,the direction and method of scientific cost optimization,and strive to win the support of others related,and enhance committee participation and social attention.
