新冠肺炎疫情语境下的谣言防控及社会控制

Rumor Prevention and Social Control in the Context of COVID-19 Epidemic

针对新冠肺炎疫情下谣言对社会良性运行机制的破坏、对社会成员恐慌情绪的辐射带动,如何建立有效的疫情谣言防控机制以维持社会运行秩序成为当前亟需解决的难题。基于此,对疫情谣言生成过程的全景图予以分析,将符号互动论作为新冠肺炎疫情语境下谣言形成的解释框架,从心智、自我及社会等三个维度深入剖析疫情谣言的形成机理;提出累积政府公信力资本、促进“主我”与“宾我”的协调发展以建构社会成员的理性自我、社会控制对互动场域中的前景与后台进行双重管控以预防个体的行为机制失灵等三个方面,试图对新冠肺炎疫情语境下有效建构谣言防控机制有所裨益。

This paper takes the symbolic interactionism as theoretical basis and deeply analyzes the mechanism of epidemic rumors based on the three dimensions of mind,self and society.The paper tries to provide certain reference for the effective construction of mechanism for rumor prevention and control by focusing on accumulating government credibility capital,promoting the coordinated development of"subjective self"and"objective self",constructing the rational self of social members and finally preventing individual behavior mechanism failure from the perspective of social control,dual control of the prospect and background in the interactive field.
