Study on General Secretary Xi Jinping’s Important Exposition on Strengthening Supervision over Top Leaders

本文对习近平总书记各个时期,尤其是十八大以来,关于加强一把手监督的系列重要论述、重要观点进行了文献梳理。一把手政治不端、独断专行、用人不公、生活不廉难以监督,其根源在于权力过度集中、权力公开不够、监督法规缺位、监督主体乏力,为此要把一把手监督作为重中之重,加强一把手监督就要改革权力结构体制,创新权力公开机制,健全监督法律制度,增强监督合力实效。

This paper provides a literature review of General Secretary Xi Jinping’s series of important statements and views on tightening the supervision over top leaders in various periods,especially since the 18th National Congress.The reasons that it’s difficult to monitor top leaders who are politically improper,dictatorial,unfair in employment,and corruptible in life are due to excessive concentration of power,insufficient openness of power,the lack of supervision regulations,and weak regulatory bodies;for this reason,the supervision of top leaders should be given top priority so as to reform the power structure system,innovate the power disclosure mechanism,improve the supervision legal system,and enhance the effectiveness of supervision.
