我国高等教育进入普及化阶段,人民群众对教育的首要需求从“有学上”转变为“上好学”,高等教育适应人民需求的主要矛盾也从“有规模”转变为“有质量”。我国高等教育始终重视质量建设,形成了基础建设、内涵建设、文化建设等阶段性特色。曾经历过基础建设阶段支持乏力、内涵建设阶段先天不足等困境的地方应用型高校,在普及化阶段的质量危机愈加突出。在质量为王的时代,将基于外部保障为主的质量文化,升级为基于内生自觉的质量文化,既是普及化阶段应用型高校突破发展的必由之路,也是地方应用型高校顺应广大人民高质量教育需求的不二选择。

Higher education in China has entered the universalized stage.The people’s primary need for education has changed from“a chance to get educated”to“a right to be well-educated”,and the main contradiction of higher education adapting to the needs of the people has also changed from“scale”to“quality”.Great importance has been attached to quality construction of higer education in China,and it has formed different feature by stages,including infrastructure construction,connotation construction,and culture construction.Local application-oriented universities that have experienced difficulties,such as poor support in the basic construction stage and deficiency in connotation construction stage,will encounter the quality crisis in the universalized education stage.In the quality-emphasized era,it has upgraded from quality culture based on external guarantees to the quality culture based on endogenous self-consciousness,which is not only the best way for application-oriented universities in the universalized education stage,but also the best choice for for local application-oriented universities to comply with people’s need of high-quality education.
