摘要
本研究对BJ市的59所高校师德建设考核办法文本进行数据统计、可视化和量化分析,发现在2015~2018年间BJ市高校的师德考核政策最为重视社会认同和教育伦理,呈现出考核主客体明确、考核导向明晰、考核结果公开等现代化治理特征,但也存在考核主体名称不统一、考核客体与考核内容逻辑不一致、考核内容偏重禁止性规定、考核结果运用缺乏对群体违规的认定以及过于强调终结性评价等问题,亟需进一步统一落实师德考核评价机制创新,处理好操作性和科学性、改革与发展稳定、面向重点和面对全体之间的关系,建立基于法理的教育伦理考核制度、构建校内和社会监督下的内部申诉制度来推进高校师德建设制度改革。
This research makes data statistics,visualization and quantitative analysis on the evaluation measures of teachers’professional ethics assessment in 59 colleges and universities in BJ.The results of this study show that social identity and educational ethics are the most important policies in the assessment of teachers’Professional Ethics in colleges and universities from 2015 to 2018.The modern management features of clear assessment subject and object,clear assessment guidance and open assessment results are presented.However,there are some problems,such as the name of the subject is not unified,the logic of the object and the content is not consistent,the content of the assessment is too restrictive,the application of the assessment results is lack of the identification of group violations,and too much emphasis on the final evaluation.It is necessary to further implement the innovation of the assessment and evaluation mechanism of teachers’professional ethics,and deal with the relationship between operability and scientificity,reform and development stability,focus orientation and facing the whole.It is urgent to set up an educational ethics assessment system based on legal principles and an internal appeal system under the supervision of the school and society to promote the reform of the system of teachers’Professional Ethics Construction in Colleges and universities.
