摘要
在我国,多年来以常规变迁为特征的城乡义务教育教师流动政策依据现实问题不断地自我修补和完善,遵循渐进主义变迁的逻辑。政策的常规变迁一定程度上保证了政策规约下教师流动实践的稳定性和可控性,但是滞后性的政策修补无法及时解决现实问题。而教师流动政策范式转变既是对现实隐忧的回应,也是突破政策路径依赖的应有之义。为此,建议构建机动教师队伍专门从事城乡校际间的流动,以期实现城乡教师流动政策范式的转变。
In China,the mobility policy of urban and rural compulsory education teachers characterized by conventional change over the years has been constantly self-repairing and perfecting based on practical problems,following the logic of gradualism.The conventional change of compulsory education teacher mobility policy guarantees the stability and controllability of teacher mobility practice under the policy stipulation to some certain extent,but its catching up with the teacher mobility problem and the lagging policy repair can’t solve the real problems urgently,which is bound to breed a large number of social problems.From the perspective of policy science,the paradigm shift of teacher mobility policy is not only a response to the reality,but also a proper meaning to break through the dependence path of policy.Therefore,the construction of mobile teachers specializes in inter-school mobility between urban and rural areas,in order to realize the transformation of the policy paradigm of urban and rural teachers’mobility,and try to change the way of solving the problem of the previous policy of urban and rural compulsory education teachers’mobility.
