摘要
文章重点结合黄河流域生态保护和高质量发展座谈会内容,准确理解黄河流域高质量发展的科学内涵,构建黄河流域高质量发展评价指标体系,利用熵权TOPSIS法测算2017年黄河流域高质量发展总体水平及其在绿色发展、经济发展、社会民生、文化建设、生态安全子系统的表现,并分析空间分布规律。结果表明,黄河流域高质量发展综合水平较低,整体呈现出“上游地区较低,中游地区一般,下游地区较高”的空间分布格局,且上、中、下游地区的高质量发展特征差异较为明显。
The article focuses on the contents of the symposium on ecological protection and high-quality development of the Yellow River Basin,accurately understands the scientific connotation of the high-quality development of the Yellow River Basin,and builds a high-quality development evaluation index system of the Yellow River Basin.Using the entropy weight TOPSIS method to measure the overall level of high-quality development of the Yellow River Basin in 2017 and its performance in green development,economic development,social livelihood,cultural construction,and ecological security subsystems,and analyze the spatial distribution laws.The results show that the comprehensive level of high-quality development in the Yellow River Basin is low,and the overall distribution pattern shows“lower in the upper reaches,average in the middle reaches,and higher in the downstream”,and the characteristics of high-quality development in the upper,middle and lower reaches are obvious differences.
