Social Work Development and Grassroots Governance Innovation:Studying the Spirit of the Fifth Plenary Session of the 19th CPC Central Committee

基层治理是国家治理的基石。基层治理的有效性直接决定着经济社会能否繁荣、稳定、可持续发展。基层治理直接面对广大群众,具有一定的特殊性和复杂性,基层治理创新势在必行。党的十九届五中全会作出了要加强和创新社会治理的重要决议,对推进“政府、社会、居民”协同治理进一步明确了要求,为社会工作参与基层治理创新提供了理论依据,指明了行动方向。结合“十四五”规划的重点战略方向,社会工作可以在国家治理效能提升、乡村振兴战略等多个方面发挥专业优势,开启基层治理创新与社会工作融合的新征程。

Grassroots governance is the cornerstone of national governance.The effectiveness of grassroots governance directly determines the prosperity,stability and sustainable development of the economy and society.As grassroots governance directly faces the public,it boasts a certain degree of particularity and complexity,the grassroots governance innovation is imperative.The Fifth Plenary Session of the 19th CPC Central Committee puts forward an important resolution to strengthen and innovate social governance,and further demands for collaborative governance among the government,society,and residents,which provides a theoretical basis and specifies a course of action for social work to participate in grassroots governance innovation.In combination with the key strategic direction of the 14th Five Year Plan,social work is capable of taking its professional advantages in such aspects as the improvement of national governance efficiency and rural revitalization strategy,so as to initiate a new journey for the integration of grassroots governance innovation and social work.
