营商法治环境的大数据监测、评价与剖析--基于江西11个设区市的数据

Assessing Law Environment of Doing-Businessby Large-Data Technology——Based on 11 Cities of Jiangxi Province

运用大数据技术,借助计算机硬件和计算法则技术的提升,通过构建营商法治环境评价体系、设置爬虫关键词、圈定数据来源网站、运行复合算法,初步开发出对江西省11个设区市营商法治环境进行数据爬梳、监测和运算的营商法治大数据系统。经过4个月的运行,得出江西11个设区市每月的各级指标数据和营商法治指数。通过对营商法治指数的解读,证明营商法治环境与地区生产总值、实际利用外资之间呈现出一定的正相关;营商法治环境各大板块中,司法环境表现最为出色。大数据系统中各级指标的具体得分从侧面表明,优化营商环境固然需要政府的积极主动和有所作为,但更需要公权力保持谦抑和规范行使。不宜过分高估现阶段中国的营商法治环境,优化营商环境是一个漫长而且需要付出艰苦努力的过程。

Using Large-Data technology,Large-Data software is designed to assessing the law environment of doing-business of 11 cities of Jiangxi province.After the software ran for four months,index about law environment of doing-business of 11 cities of Jiangxi province is being given.The index and data prove that there exists a positive relationship between economic growth and the law environment of doing-business,and the judicial environment of doing-business does very well.Not only does the government fulfill obligations actively,but also the government’s power must be restricted and keep modest.Law environment of doing-business of China should not be over-valuated,it takes a long time for china to optimize the environment of Doing-Business.
