接续推进全面脱贫与乡村振兴有效衔接的路径析探——基于湖南湘西州18个贫困村的田野调查

The Path to the Follow-up Promotion of the Effective Connection of Comprehensive Poverty Alleviation and Rural Revitalization——An Analytical Exploration Based on Field Surveys in 18 Impoverished Villages in Xiangxi Prefecture,Hunan

如何探索全面脱贫与乡村振兴有效衔接是决胜全面建成小康社会收官之期必须要回答的重大时代命题,具有十分重要的理论价值和研究意义。通过对湖南湘西州18个贫困村的田野调查发现:两大战略的有效衔接在实践中面临着衔接制度设计不到位、边缘贫困问题日益凸显、反贫长效机制不健全、脱贫质量有待强化提升等问题。应从做好顶层制度设计、加快减贫战略转型、促进农民持续增收、培育内源性动力等层面实现巩固拓展脱贫攻坚成果同乡村振兴的有效衔接。

How to explore the effective connection between poverty alleviation and rural revitalization is a major proposition that must be solved in the final period of building a well-off society in an all-round way.This exploration is of very important theoretical value and research significance.Through a field survey of 18 impoverished villages in Xiangxi Prefecture,Hunan Province,it has been found that the effective connection of the two strategies is faced with such problems as the inadequate design of the connection system,the increasingly prominent problem of marginal poverty,the incomplete long-term anti-poverty mechanism,and the quality of poverty alleviation awaiting to be strengthened and improved.We should do a good job in top-level system design,accelerate the transformation of poverty reduction strategy,promote the continuous increase of farmers’income,and cultivate endogenous driving forces so as to realize the effective connection between the consolidation and expansion of the achievements in poverty alleviation and the follow-up revitalization of rural areas.
