Rational Perception of America’s Foreign Policy and Sino-US Strategic Competition

中美战略竞争缘起于小布什政府时期,形成于奥巴马政府时期,在特朗普政府时期走向激化。但是,全球化时代的中美战略竞争与历史上大国战略竞争有本质的不同,表现为竞争的非对称性、非零和性和非对抗性。中美战略竞争是由美国通过不断调整其外交战略的方式而产生的,未来中美在经贸、人文和科技领域的“脱钩”可能趋于常态化,在国际规则和全球治理领域的竞争将更加激烈,在军事安全领域突发高危事件的可能性也将增大。

The strategic competition between China and the United States originated from the Bush administration,formed in the Obama administration and intensified in the Donald Trump administration.However,in the era of globalization,the current Sino-US strategic competition is essentially different from that between great powers in history,which was characterized by asymmetry,non-zero-sum and non-antagonism.It is generated by the United States through constant adjustment of its diplomatic strategy.In the future,the“decoupling”between China and the US in the fields of economy,trade,cultural and educational exchanges,science and technology may become more normal,the competition in the fields of international rules&regulations and global governance may become more acute,and the possibility of sudden high-risk incidents in the field of military security may also become greater.
